The state had set a quota of 23 bears. Christensen not only issued the injunction but a few weeks later issued a ruling that put Greater Yellowstone%27s grizzlies back under Endangered Species Act protections and challenged the US Fish and Wildlife Service to address key issues pertaining to grizzly recovery.
